The 2016 Startup Nation Scoreboard (http://www.innovationquarter.nl/sites/default/files/EDF_Startup%20Nation%20Scoreboard%202016.pdf) gives an overview how EU countries are progressing in terms of the “Startup Manifesto”. This is a document (www.startupmanifesto.eu) from 2013 that contains 22 points about improving the start-up ecosystem and digital performance in the EU member states.

 

2016 Startup Nation Scoreboard

In this document, 22 points have been divided into 72 measurable actions and evaluates how every EU country is progressing on every action. It is divided into six priority areas: the five areas of policy from the “Startup Manifesto”(skills and education; access to talent; better access to capital, lower barriers for success; data policy, protection and privacy; and thought leadership) and added “institutional framework” which is used to see the general environment for start-ups is in the EU countries.

The most active country is the Netherlands with the highest overall adoption of the Manifesto.Rank Percent
